How to match silicone or water based primer/foundation

Can anyone explain, in the simplest, explain like im 2 years old terms - What ingredients need to match specificlly to match my primer and foundation and does that extend to like all over products or skincare before?

My makeup is super dry but i use hyluronic acid + inky list peptide moutizerer or Welda skin food. I exfoliate once a week with paula choice. Ive tried exfoliating more or not at all and neither changed my skin. Everytime i see someone post dry ass skin in here people say its that they over exfoliate, don’t exfoliate enough, dont hydrate etc. i DO ALL THE DAMN THINGS. I have seen probably every susan yara video. I am obsessed with skincare. My make up still looks like crap. I dont use matte or powders and i wait between each product application. So i think im doing something wrong with the base stuff even tho ive read how to doit before.
