35M Maximizing my skin - Persistent eyelid and under-eye redness - Red blotchiness and forehead lines

I’m 35 and trying to maximize my skin to get a softer look. My eyelids and under-eyes are permanently red and veiny, but it isn't flaking or itchy. The skin just looks thin and translucent. I also have general red blotchiness across my face and fine lines on my forehead and nose. I don’t spend time in the sun and currently use Native sensitive skin face wash, kiels avocado under eye cream, Neutrogena Hydro Boost (night) and neutogena hydro boost (day with spf)

What’s the best advice on what I can do to kill the blotchiness and smooth everything out for a softer look?
