How should I style a cobalt blue dress for a wedding

I have a wedding to go to in spring and I have one potential dress in my wardrobe. It is cobalt blue (knee length/just below the knee - and is not as low cut as the picture looks ). I have a few questions and I'm hoping people can advise

1. What colour jacket looks best
2. What shoes would suit (i hate high heels)
3. What accessories would look well in regards to bag and jewellery

I want things that I will wear again and I love colour therefore I'm not afraid to add it in
