Trying to create a scatter plot with a legend

I am trying to recreate a scatter plot that I made in Tableau (pictured) in excel, as Tableau Public doesn't allow figures to be exported.

For the life of me I can't figure out how to plot my data with the sample locations included in a legend. Any tips?
