Matching Discount Rates with Weekly Period by item

Hi all, re-making the post with more context and sample data.

The goal here is to match the discount rate, for that specific item, with the discount period across multiple sheets. The issue I'm running into is getting the accurate rates when there are discounts overlapping a period. The rule should be that, if a week has more than 4 days attributable to a specific discount period, that is the rate that should be output.

The struggle has been making a formula which matches based on both weekly period and item, and returns the required discount rate from that same row. The solution should be scalable to about 100k rows of hundreds of items/weeks, across multiple years.
