Need a function that pulls a list of data based on multiple criteria.

I am trying to streamline one of my processes by making a workbook where I can simply paste in data from a specific report into 1 page and it automatically churns out data I need using vlookups, sumifs, etc.

What I need is a function that review my data, and output data matching a specific period of time, and the data itself must be in a specific numerical range. The output needs to be a list in a single cell.

For example, I would want it to be able to pull all codes dated from July 1 to July 14 that are within the range of 1000-5000, and the output must be a single cell that lists the codes, I.E. "1000, 3455, 2846, 9473".
