Userform: Listbox is staying in Front of my Menu Frame

Hi all, I am having a slight bit of a problem that I can not figure out. I have created a menu system using a frame on the hand side of the userform. When you click the menu button at the top, it "creates" a menu by expanding the width of the frame to show the titles of the buttons next to it.

The problem I am having is that the ListBox is staying in front of the menu frame instead of going behind it. My textboxes and labels are staying behind it, but not the ListBox. I have tried sending the ListBox to the back but it when I run it, it pops right back up to the front again.

Any suggestions?
